During her association with HMS Excellent, Terror joined bombardment trials against the former German battleship Baden and HMS Superb. She also helped test six-inch Mark 12 developments that the video connects to the later Mark 23 fitted in Leander, Town, and Crown Colony-class cruisers. Renewed tension in the Pacific after Japan left the League of Nations led to her overhaul and dispatch to Singapore. There she assisted development of the naval base and acted as a temporary mobile battery until the base's own 15-inch guns were complete. Had Terror remained in Singapore in 1941, her 15-inch and four-inch guns might have disrupted an amphibious assault and bought the defenders time to organize. Her assignments covered weapons development, deterrence, and local base defence.

From gunnery trials to a floating Singapore battery
Terror's interwar gunnery work and deployment to Singapore show how a monitor could provide both weapons development and a temporary heavy-gun deterrent.
