Terror entered service in 1916 and received extra six-inch and three-inch guns soon after completion. Two more six-inch guns and a pair of two-pounder pom-poms followed in 1917, making her an early recipient of 40-millimetre weapons. Her 1918 fit replaced four six-inch guns with eight four-inch guns, while the 1939 refit brought high-angle four-inch anti-aircraft weapons and Vickers quadruple mounts. The succession of fits illustrates how a specialised shore-bombardment platform still needed evolving local defence against surface and air threats.

Terror's changing secondary armament
Terror's secondary battery was repeatedly altered, showing how a 15-inch-gun monitor had to adapt to changing anti-surface and anti-aircraft demands.
