A reaction fleet and positional fleet for Terra Invicta

How would the panel build a fleet for the alien-invasion scenario in Terra Invicta?

Use a positional fleet to hold vital locations and a fast reaction fleet to counter incursions, with long-range weapons to begin attrition early.

A defensive fleet would hold important positions long enough to delay an attacker. A separate reaction fleet would move rapidly to reinforce those positions or attack an incursion. Both forces would seek long-range weapons so that they could begin inflicting losses before the enemy closed. This is an initial strategy proposed before the panel works through several constraints imposed by the alien-invasion scenario.
