Technology without doctrine is not enough

Weapons and sensors depend on suitable doctrine, training, research funding, and practical methods of use.

Notes

New technology does not guarantee victory on its own. Vietnam shows how a materially superior force can still face an opponent whose tactics, doctrine, training, and political approach offset that advantage. Radar research before World War II also depended on what each country expected the equipment to detect and where it placed its funding. Chain Home benefited from Britain's investment in air warning, while other powers could misread its purpose as surface surveillance. The Swordfish offers the inverse lesson: an old-looking aircraft could still use an exceptionally effective torpedo-launch method.
