Chapter ยท 6:15-11:53

Why naval technology is contingent, not inevitable

A strategy-game technology tree introduces the choices, resources, institutions, and priorities behind real technological change.

Notes

Knowing that a technology was possible does not mean it had to appear. Development depends on research decisions, available resources, economic policy, skilled people, and the problems a society expects to face. The game's technology tree makes those dependencies visible: the player divides taxes, budgets, leaders, and industrial capacity among competing priorities. An advance that seems obvious in hindsight may have received less attention than a more urgent contemporary need.
