Naval technology changes by adaptation, not replacement overnight

Navies adopt new technology in stages as it becomes practical, viable, and useful.

Notes

The Royal Navy was a world-spanning institution of roughly 200,000 people during much of the interwar period, so no single Sea Lord or quotation can stand for all of its knowledge. Earlier remarks cannot be treated as permanent policy because aircraft, submarines, and weapons changed rapidly between the wars. Adoption moved through practical, viable, and useful stages rather than occurring the moment an idea appeared. Mixed fleets persisted while technology, training, and professional opinion evolved.
