Charles Little links trade, submarines, and naval intelligence

Charles Little's cruiser, submarine, Trade Division, war-college, and battle-squadron appointments equipped him to recognize meaningful details in Japanese naval construction.

Notes

Charles Little had commanded the cruiser HMS Fearless and a Grand Fleet submarine flotilla during the First World War. He later commanded HMS Cleopatra in the Baltic, served in the Admiralty's Trade Division, and worked as captain of the fleet in the Mediterranean. War-college appointments, command of HMS Iron Duke, leadership of the Naval Staff College, the Second Battle Squadron, and the submarine service broadened that experience. The sequence joined commercial awareness to a detailed understanding of fleet technology and staff work. Such experience would have seemed excessive for a station defined only by piracy patrols and presence. Its intelligence role explains the choice: Little could inspect Japanese ships knowing which construction details mattered and what questions to ask.
