Why Tangier was really about the Entente

The Moroccan crisis mattered to Britain because breaking French strength could free Germany to devote more attention and resources to naval competition.

Notes

Morocco was the occasion rather than the real strategic prize. Germany hoped to divide France, Britain, and Russia; Britain wanted France strong enough to keep German priorities divided between continental and naval power. Strong French and Russian armies forced Berlin to keep the army first in its priorities, limiting the resources it could concentrate against Britain at sea. The fleet display therefore supported an alliance structure as much as a local Moroccan settlement.
