Chapter · 5:11-6:46

Keeping Stalin inside the London conference

The counterfactual assumes the London conference survives Stalin's arrival and accommodates his security priorities and aggressive bargaining.

Notes

Soviet participation works only if Stalin's arrival does not collapse the London conference, an explicit assumption of the counterfactual. Stalin would demand the largest fleet he thought the Soviet Union needed and bargain hard for it. New Soviet battleships would create a greater planning problem for Britain than the existing Ganguts. British concern for India's security would give Soviet strength additional weight.
