Limited manpower changes Sweden's industrial priorities

In this campaign, Sweden has few recruits available for additional rifles. The recommendation is to put some military factories onto fighters instead. A civilian factory could buy a Messerschmitt design license, allowing local aircraft production. That cost is compared with the civilian factory capacity already being spent on finished aircraft from the market.
