Sverdlov was built to win the presence war

The Soviet Sverdlov class made global influence, not just fleet combat, a measure of cruiser effectiveness.

Notes

War-fighting value differed from the ability to project political presence. Sverdlov-class cruisers looked powerful, traveled economically, and gave the Soviet Union a visible symbol of global reach. They did not need to secure sea control in every deployment to succeed at that mission. Their size, guns, and conventional cruiser profile made a strong diplomatic impression wherever they appeared. Judging a cruiser only by a hypothetical battle can miss an important part of Cold War naval strategy.
