Would a Soviet fleet in being simply help NATO concentrate its forces in Europe?
Short answerA European fleet in being risked reinforcing NATO's preferred concentration. The Pacific Fleet offered a more useful distraction when Japanese and Korean naval capabilities were still limited.
NotesA Soviet fleet held near European waters could draw NATO ships into the theatre where NATO already wanted to concentrate. That limited the value of merely forcing an opponent to assemble against a fleet in being. The Pacific Fleet at Vladivostok offered a different possibility by tying down American resources away from Europe. Japanese and Korean forces could help contain that threat in later decades, but their capabilities were much more limited in the 1950s. Japan's naval reconstruction was gradual, while Korea was still recovering from the Korean War.
