One explanation for polarized accounts of Soviet warships is the limited range of accessible sources. Celebratory and dismissive readings can both obscure the purposes of a particular design. Sverdlov belongs to an early Cold War setting that differed from the later strategy of protecting ballistic-missile submarines in coastal bastions. Projecting that mature bastion doctrine into the 1950s gives the cruisers a purpose drawn from a different period. Soviet naval thought also allowed more complexity than a single defensive mission suggests.
