Did British naval planners dismiss Soviet naval capabilities?

Public diplomatic attitudes and naval assessments need to be distinguished when judging Britain's response to Soviet surface forces.

Notes

A comment attributes a dismissive view of Soviet and Argentine naval capabilities to both the Foreign Office and British naval staff. The naval-staff part of that generalization is disputed, while a dismissive public attitude could fit the Foreign Office. Soviet forces could act aggressively when opportunities arose. Fleet disposition and the places where ships could operate constrained those opportunities. Limited reach therefore does not by itself establish either passive intentions or a lack of serious British naval assessment.
