The political weaknesses survival would not cure

Even a victorious monarchy retains a court-bound aristocracy, a weak parliamentary counterweight, and serious industrial bottlenecks.

Notes

The comparison with Britain's constitutional development highlights how Russian elites resisted institutions that could dilute their influence over the tsar. In Britain, the House of Commons offered the monarchy a counterweight to aristocratic power after the Glorious Revolution. Russian nobles recognized that a stronger representative body would compete with their direct access to the sovereign, giving them a reason to oppose reform even when it might strengthen the state. Court politics would therefore remain dominated by small struggles for influence rather than attention to conditions outside the capital. Surviving the revolution would preserve this governing weakness instead of curing it.
