Joint purchasing still leaves mixed council vehicle fleets

A recollection of Surrey refuse-vehicle purchasing shows how holdouts can frustrate fleet standardization.

Notes

Dr. Clarke recalls an effort lasting roughly 45 years to arrange joint refuse-vehicle purchasing among Surrey councils. Some councils remained outside the agreement. In that account, their vehicles then left each of two successor authorities with a mixed fleet. Reorganizing the authorities did not remove the consequences of earlier purchasing decisions. The example connects ambitious equipment projects with the difficulty of getting institutions to agree.
