Germany abandons the surface fleet - or doubles down

Loss of the standardized raiding force either drives Hitler toward submarines in 1941 or provokes an even larger Allied fast-fleet buildup.

Notes

If the major German surface units are destroyed, Hitler may abandon surface operations earlier and concentrate on U-boats. That simplifies the Royal Navy's threat picture and frees modern ships for the Mediterranean and Far East. If Germany instead completes more common-hull capital ships, Britain retains concentrated Atlantic task groups built around Lions, King George Vs, carriers, and French units. Either branch changes global deployments well beyond the immediate Atlantic contest.
