George's bridge and church at Palermo survive as visible monuments, but the larger legacy was the maritime state he and Roger built together. At its height, Sicily's position across North African and Italian trade routes offered the wealth and geography needed to rival Venice. Control of east-west commerce, added to the north-south routes already targeted, could have sustained an even more powerful fleet. The lost opportunity lay in succession: neither leader secured replacements able to preserve their integrated institutions and strategic direction after both were gone.

George and Roger leave a maritime state positioned to challenge Venice, but not a succession system able to preserve their policies and partnership.
