Subsea cables as national infrastructure

Undersea data cables make maritime security part of protecting a modern economy alongside the traditional concern for trade routes.

Notes

Undersea cables are physical infrastructure whose disruption can harm everyday communications, finance, and international commerce. Far more international data travels through them than through satellites. Cables have been targeted in peacetime, during periods of heightened tension, and in war. Seabed infrastructure is therefore a practical naval and security problem as well as a digital one.
