Submarine strength and fleet balance

A force review links sonar, torpedo spotting, submarine numbers, and surface-fleet balance before the Italian fleet action.

Notes

The fleet review treats balance as more important than a large headline ship count. Sonar that spots torpedoes from farther away is useful, but nearly a thousand submarines distort the force structure when compared with battleships, battlecruisers, cruisers, and destroyers. Scrapping older submarines can release resources while other parts of the fleet face construction, crew, and modernization demands. The transition into the Italian battle shows why raw numbers must be matched to operational needs.
