Why a shore base can be a stone frigate

Shore establishments retain ship names through the naval practice of assigning personnel to a named ship.

Notes

A naval shore establishment can count administratively as a ship, hence the term stone frigate. RNAS Culdrose and its name HMS Seahawk provide an example. The explanation traces this convention to personnel being assigned to a ship rather than simply joining the Navy as an institution. Actual training and station ships also supplied names later used by shore establishments.
