In the merchant conversion considered here, large offensive missile loads use deck space poorly. Smaller defensive missiles could be containerised in useful numbers, with close-in weapon systems adding another layer of protection. The land-based Phalanx systems used for base defence in Iraq and Afghanistan prompt questions about adapting their installations to salt water and ships. Their suitability for a maritime fit and their retention for future use remain open questions. The proposed value is an additional defensive capability for merchant vessels, with no claim that the land-based installation is already ready for that role.

Last-mile defence must exist before the emergency
Containerized defensive missiles and Phalanx-like systems offer more value than large offensive batteries, provided maritime fits and stockpiles are prepared in advance.
