State infrastructure before a superior army

A medieval time-travel example puts durable state infrastructure ahead of imported military technology.

Notes

A counterfactual journey to the medieval period asks what would establish lasting power. Bringing muskets or a Napoleonic-style army is rejected as an adequate answer. Building a nation-state with sound infrastructure is the preferred foundation. Possessing a superior weapon alone would not secure lasting success in this comparison.
