Watching the Oort cloud in Stargate

How closely should Stargate's Oort cloud be monitored, and should naval ships do it?

Use remote monitoring stations with occasional ship patrols; the question of naval administration is left open.

The Oort cloud is treated as an extensive area where activity can remain concealed in the Stargate setting. Remote monitoring stations resembling satellites are proposed as the main means of watching it. Ships could occasionally patrol through the area as well. Whether a navy should administer the system remains unanswered.
