The Starfleet example is explicitly fictional, but its lesson concerns real command architecture. Its admirals often appear without credible staffs or command structures for turning broad decisions into action. Even very capable artificial intelligence would not eliminate the large volume of decisions that must be communicated, enacted, and checked. A real admiral therefore commands the staff as well as the fleet and sets the culture and expectations that organize this human decision process.

A fictional Starfleet example shows why neither a clean display nor artificial intelligence removes the staff work needed to make, communicate, enact, and check high-command decisions.
