Standard displacement excludes fuel, with the crew point left unclear

Does standard displacement include the crew?

The reply is uncertain about the crew allowance, while clearly describing fuel as excluded.

In the description given here, standard displacement excludes fuel from a ship otherwise loaded to fight. Treatment of crew weight is uncertain: a rough average is mentioned without a clear explanation. That part of the definition remains unresolved.
