Spent torpedoes change the closing tactics

Once the raider has exhausted its torpedoes and 11-inch shells, the British cruiser can conserve ammunition and close much more aggressively.

Notes

The tactics change after the German cruiser has spent its torpedoes and 11-inch ammunition. The all-forward heavy cruiser conserves 8-inch shells, then stops its main-battery fire while closing to nearly point-blank range. With no remaining torpedo threat, that approach becomes safer and the forward battery can wait for a favourable range. It works under the scenario's artificial conditions and would be a poor general tactic. An opponent's remaining weapons determine which ranges and approaches are tolerable.
