Espionage does not fully explain the Soviet nuclear program

Stolen information mattered, but Soviet scientists and engineers also made independent advances that a spy-only account obscures.

Notes

The Soviet nuclear-weapons program should not be described entirely as a product of spies in the United States. Intelligence collection mattered, but Soviet scientists and engineers also produced advances of their own. Wider histories of rocket engines and weapons development show the same coexistence of transferred knowledge and local technical work. A single-cause explanation would let intelligence history erase domestic scientific capacity.
