Tsushima stripped experience from the Black Sea Fleet

Losses in the Russo-Japanese War removed reform-minded officers, skilled ratings, and motivated sailors while weakening other Russian fleets that had supplied replacements.

Notes

The human cost of Tsushima reached beyond the ships sunk in battle. Russia lost officers who were reformist by the standards of the service, along with experienced non-commissioned officers and motivated sailors. The Black Sea Fleet had already sent many of its best people east as replacements, leaving raw recruits and less capable officers behind. That depletion helps explain why discipline and trust proved so fragile during the unrest of 1905. Naval readiness depended on accumulated human expertise as much as the number of hulls left afloat.
