How Soviet commissars fitted beside naval command

Soviet commissars were not ordinary naval officers, but their claimed equivalent status affected authority aboard ship.

Notes

Political commissars used parallel status rather than belonging neatly inside the professional naval hierarchy. Their authority could therefore shape decisions aboard ship even though their role was political rather than seagoing command. One personal example concerns a former commissar with admiral-equivalent standing who remained accepted by the navy after the Cold War. The anecdote shows why comparing titles alone cannot explain every source of power inside the Soviet fleet.
