Deleting fuel tanks changes the strategy a ship can support

Changing a ship's endurance during construction can break the connection between the intended design and the fleet's strategy.

Notes

The Soviet strategy is interpreted as building a destroyer force to screen larger ships and defend coasts, territory and critical waters. A design's capabilities had to support those tasks. Deleting fuel tanks changed what the completed vessel could accomplish. Commanders were then left to find uses for the asset they received. Maintaining the intended endurance during construction was therefore part of making the naval strategy workable.
