A destroyer can be a sound ship and still fit its operating environment poorly. Arctic operating radius is compared with Pacific requirements because both demand substantial endurance. In the Baltic, the preference is to carry more close-range anti-aircraft weapons instead of extra fuel. A similar argument applies to the Black Sea, where land-based aircraft are expected to be a persistent threat. A universal Soviet class therefore had to accommodate competing uses for its available capacity.

Arctic endurance versus air defence in enclosed seas
Long operating radius suits Arctic deployments, while Baltic and Black Sea service makes additional close-range air defence attractive.
