The plan to seize the Southern Resource Area required tankers, merchant shipping, escorts, and fuel for those escorts. Japan had capable designers and useful technology, including radar work, but lacked the industrial system to deploy those advantages widely. Resources captured in China and Southeast Asia could sustain Japanese factories only if shipping carried them home through protected sea lanes. The Kagero hull offered one design that could be simplified and produced as an escort in quantity. Resource strategy therefore depended directly on convoy protection, fuel supply, and industrial output.

Capturing resources is strategically hollow unless Japan can ship them home through protected sea lanes with enough escorts and fuel.
