Chapter ยท 16:14-17:13

Soft and hard power become useful through presence

Financial influence and latent military strength cannot manage small crises as effectively as forces already positioned to notice and respond.

Notes

Financial influence and latent military strength do not automatically combine into smart power. Banking, trade, and reputation can create informal influence, but they do not place an observer or responder beside a developing crisis. Persistent low-level naval presence supplies that missing connection between diplomacy and force. It provides local knowledge, makes interest visible, and lets a state address problems while they remain limited. As with preventive healthcare, early intervention is cheaper and more reliable than waiting for an emergency to become a war.
