These carefully chosen, low-level disruptions gave Malta-based submarines another way to hurt the enemy. A two-man landing party could sabotage infrastructure that the submarine could see but could not safely attack with its own weapons. Scattered incidents were difficult to attribute and forced defenders to consider threats along an extensive coastline. Italian authorities could therefore mistake British landings for evidence of a partisan or communist problem. The small raids multiplied uncertainty as well as physical damage.
