A balanced fleet can be understood as three broad tiers. Ships above roughly 10,000 tons can carry a wide range of capabilities and much of their own support, while the middle tier accepts mission-specific compromises. Sloops occupy the small, adaptable tier, commonly below 2,000 tons and able to change equipment as requirements shift. Their value comes from supplying flexible, affordable hulls for duties too numerous or routine for scarce high-end ships, rather than trying to match a major combatant weapon for weapon.
