Japan's Six-Six Fleet is intended to make intervention by a single great power require a substantial commitment of that opponent's fleet. A coalition of two powers would create a much more dangerous imbalance. The alliance with Britain adds deterrence against that possibility by bringing the world's largest navy into the calculation. Japan therefore combines a concentrated national fleet with an external commitment against coalition intervention.
