The First, Second, and Fifth Carrier Divisions supplied Akagi, Kaga, Soryu, Hiryu, Shokaku, and Zuikaku. Hiyo and Junyo were not yet ready, while other available carriers remained behind. Speed alone cannot explain the selection because Kaga also limited the formation's speed. Its aircraft capacity, range, and ability to support the operation helped justify its inclusion. The selection balanced striking power against the ability to reach Hawaii and withdraw. Committing only part of the available carrier force supports the interpretation that Pearl Harbor differed from a full Kantai Kessen commitment.

Japan selected six carriers for their combined striking power, range, and ability to carry out the operation, with speed as one consideration.
