Form a mobile reserve division at Singapore

The Gurkha brigade and arriving Indian formations could be organized into a reserve division able to reinforce the line or oppose a move around it.

Notes

Keyes keeps several brigades at Singapore rather than committing every available formation to the mainland position. The 28th Gurkha Brigade and arriving Indian formations could be organized into another division under direct command. That force can reinforce the prepared line or respond if the Japanese bypass it and attack Singapore. The proposal gives the theatre an operational reserve with its own structure instead of scattering spare brigades among static localities.
