How Sims and Hendrick explained the submarine war to civilians

Hendrick helped make Sims's account readable for civilians, while Sims acknowledged disagreement about the causes of success in the submarine campaign.

Notes

Sims recognizes that a naval officer cannot easily judge which details of daily service will interest or confuse civilian readers. Burton J. Hendrick helped shape the account for that audience, receiving credit for its form and descriptive style. Sims also acknowledges disagreement over the relative influence of tactics, weapons, and policies in defeating the submarine campaign. He presents his account as what he believes to be the consensus of informed opinion, supported by the information then available. The book carries Navy Department approval, with the correspondence reproduced in its appendix.
