Shenzhen reflects a navy still using imported machinery while domestic propulsion technology matured. Foreign engines left room to test Chinese hull and weapons choices. Its cleaner superstructure became a recognizable ancestor of later PLAN destroyer styling, while its flagship spaces supported goodwill visits and diplomatic functions. A major refit replaced older air-defence and anti-ship weapons. One proposed reason for retaining such ships is to assign them exposed presence duties where damaging an older hull would be less costly than losing a newer destroyer.
