Sfax joined a 19-day exercise between the Mediterranean and Northern forces in 1891, so reservists could be called away for nearly three weeks. That obligation depended on civilian employment protection as well as naval mobilization arrangements. She later served with the battle fleet's reconnaissance force. By 1893 she belonged to a reserve squadron that spent about six months of each year fully crewed and the rest laid up with a reduced complement. Repeated major and minor exercises turned the reserve system into practiced ships and crews instead of a paper fleet.
