Seventy-percent ships and fleet availability

Several good-enough ships can deliver more available guns and tactical choices than a few individually superior battleships.

Notes

Force structure can involve a choice between a small number of individually superior ships and a larger number of less capable ones. If maintenance and deployment leave only one exceptional ship available, three seventy-percent ships may bring far more total firepower to the action. Multiple hulls can also divide an opponent's fire and create positional problems that paper comparisons between single ships conceal. The rule is not absolute: a weaker power may rationally concentrate resources in a top-tier design when it cannot win through numbers.
