Broad strategic formulas become less convincing once the particular context of a country and war is examined. As with economic policy, a strategy suited to a country's circumstances often needs a mixture of measures. No country can afford a wholly maritime strategy, and probably no country can afford a wholly continental one. A state may make one approach its overarching priority, but it must still understand the other and remain prepared to exert some influence through it.
