If Germany and Italy withheld declarations, the United States would initially concentrate on Japan. Britain would still face commitments in Europe, North Africa, the Mediterranean, and the Atlantic as well as the Far East. One possible agreement would commit America to defeat Japan first and then join the European struggle. Another would divide responsibilities more sharply, with Britain retaining Southeast Asian commitments while sending no forces into the Pacific. The example specifically removes British T-class submarine operations from Australia. These are alternative arrangements within the hypothetical separation of the wars.
