Seely's resignation and collective cabinet authority

Seely's additions to an agreed cabinet decision exposed a failure to maintain collective government policy.

Notes

War Secretary John Seely resigned after adding paragraphs to a decision already agreed by the cabinet and permitting others to add further wording. The cabinet withdrew those additions. Under collective cabinet government, an agreed policy remains binding until the cabinet changes it. A minister who wants to revise that policy must return it for collective approval. The episode exposed weak discipline within the government shortly before the European crisis.
