The Secutor and the Empire's fighter contradiction

The Empire builds large carriers and trains elite pilots while denying those pilots the survivable craft that would preserve its investment.

Notes

The Secutor restores the large carrier capability discarded with the Venator, but it inherits the Empire's distrust of independent pilots. TIE fighters are cheap and replaceable, which serves centralized political control, while Imperial training still invests heavily in elite aircrew. The Empire can readily replace an expendable fighter, yet the thoroughly trained person inside it represents a much larger investment. That contradiction wastes skilled personnel by pairing elite preparation with exceptionally poor survivability.
