A vast secret budget with too little command depth

Stargate Command can hide billions in technology spending, yet its lack of deputies and other senior officers leaves Hammond covering too many roles.

Notes

The program is portrayed as able to spend heavily on exotic technology while remaining thinly staffed at senior levels. A major general is an appropriate commander for an enterprise of this importance, but the apparent absence of brigadier-level deputies or a clear second-in-command creates a fragile headquarters. Secrecy and a constrained personnel pool help explain the gap, even if they do not eliminate the organizational risk. Because the production readily fills the base with uniformed personnel, the missing command tier reads as a deliberate effect of secrecy and budget priorities rather than an inability to show staff.
