Secret-base plans were compartmentalized

Only a small circle of senior officers knew what the coded refuelling sites meant, leaving captured naval planning papers deliberately sparse.

Notes

The code letters for the secret bases were closely compartmentalized within the Royal Navy. Even officers who knew that plans existed might not know the locations behind every designation. Japan captured detailed Malaya plans, while the sparse naval files could be mistaken for an absence of planning. Operational security protected the reinforcement route, though it also made the system harder for outsiders and later historians to reconstruct.
