Why research did not necessarily produce reliable weapons

Research programmes could leave navies confident in weapons whose real performance remained unknown when trials did not reproduce service conditions.

Notes

Impressive research programmes were paired with trials that did not reproduce handling or combat conditions. Engineers could not reliably infer performance from tests they had never run. In the British shell case, the gap also distorted conclusions about armour because defective projectiles affected what happened when they struck a plate. An institution can keep a failure secret simply by never generating the evidence that would expose it.
